Finishing a basement in Cookeville: fix the water before you frame a wall

The photos on this page come from a basement H&H Construction finished: painted block on the outside walls, new lighting and drywall, vinyl plank floors and a window that lets in daylight. It looks simple in the after shots. Most of what made it work happened before the first wall went up.

The short version: make sure the basement stays dry, test it for radon, plan a safe way out of any room someone will sleep in, and only then pick floors and paint. Get that order wrong and the finishes are the first thing you pay for twice.

A basement that gets wet will ruin everything you put in it

Drywall, carpet and wood framing all soak up water, and a finished room hides a leak until it smells. So before anything else, we look for signs the space has been wet:

  • Water lines or dark staining along the bottom of the block walls
  • A white, powdery crust on the block, which is mineral left behind as water moves through it
  • A musty smell that does not go away when the room is aired out
  • Rust on the feet of the water heater, furnace or shelving
  • Damp floor spots after a heavy rain

Most basement water starts outside the house. Gutters that overflow, downspouts that dump next to the foundation and soil that slopes toward the wall send water to exactly the place you are about to finish. On the sloped lots common around Cookeville, the uphill wall usually takes the most water. We wrote about reading your slope in Deck Or Patio? Your Slope Already Decided, and the same ground decides how a basement behaves.

If water has already gotten in, the EPA’s advice is to dry water-damaged areas within 24 to 48 hours to prevent mold (EPA, A Brief Guide to Mold, Moisture and Your Home). Our first steps after water are in Water Damage Does Not Wait For Monday. H&H does not perform mold remediation. If we find mold, we stop and ask you to bring in a licensed remediation company before we build.

Test for radon before the walls close

Radon is a soil gas, and the basement is where it gets into a house. The EPA places Putnam County in Zone 2, the moderate band, but a county zone is a prediction and your house is a measurement (EPA Map of Radon Zones).

Finishing a basement changes the picture. Tightening up a basement can raise indoor radon, because you remove the air leaks that were diluting it. So test before the work and again after. We covered what to test for and why Cookeville basements are different in Four Gases Worth Monitoring In Your Home.

A bedroom down there needs a way out

The City of Cookeville has adopted the 2018 International Residential Code (City of Cookeville, Adopted Codes). Section R310 of that code requires an emergency escape and rescue opening in basements and in every sleeping room, with a few exceptions (2018 IRC, Chapter 3). In practice that means a window or door big enough to climb out of, at a height you can reach.

If your plan includes a guest room or a teenager’s bedroom, settle the egress question at the start, because it can mean cutting block and adding a window well. Every renovation we do is built to code with proper permits, and adding bedrooms, wiring or plumbing below grade is exactly the kind of work that needs them.

Materials that hold up below grade

Floors take the most risk in a basement, since they sit on concrete that can wick moisture. Our flooring page lists what we recommend for basements: moisture-resistant, durable options such as waterproof vinyl, sealed concrete or engineered hardwood. The basement in these photos got light vinyl plank throughout.

Walls are a choice between painting the block and framing in front of it. In this project the outside block walls were painted, and new drywall went up on the interior walls. If you frame against a block wall, ask how the insulation and moisture are being handled, since that is where a finished basement goes wrong out of sight.

Ceilings decide how easy future repairs will be. The hallway here has a drop ceiling, so the ductwork and plumbing above it stay reachable. The main room has a flat ceiling with recessed lights. Mixing the two is common: drop ceilings where the pipes and ducts run, flat ceilings where you want the room to feel finished.

Decide what the room is for before you pick finishes

A family room, a guest room, an office and a playroom all need different lighting, outlets, doors and flooring. The basement in our portfolio was designed for family gatherings, with new lighting and drywall throughout.

Josie Davis asks the same question about any new living space:

“Are we talking like three years and more space? Are we talking 10 years? Are we talking 20 years? What is the livable space that you’re wanting to add?”

– Josie Davis, H&H Construction

A basement you plan to rent out, one you plan to grow into, and one that has to sell the house in three years are three different projects. If you are weighing a basement against building out, Renovation vs. Addition covers the trade-off. Basement finishing questions we hear in Cookeville

Do I need a permit to finish a basement in Cookeville?

Usually, if the work adds a bedroom, wiring, plumbing or new framing. The city’s adopted codes are listed on its codes page. On our projects, permits are part of the job.

Can you finish a basement that has had water in it?

Often, once the source is fixed and the space has stayed dry through a few heavy rains. If there is mold, a licensed remediation company handles that first.

What is the best flooring for a basement?

Something that tolerates moisture: waterproof vinyl, sealed concrete or engineered hardwood.

Should I test for radon before finishing my basement?

Yes, before and after. Sealing a basement can change radon levels, and a test is the only way to know your house’s number.
